(Reuters) - U.S. senators said on Sunday the White House has not been forthcoming with details about the military's presence in Niger after the deaths of four soldiers there earlier this month and they want more answers on U.S. operations in the west African country.
Republican Senator Lindsey Graham and Democratic Senate leader Chuck Schumer said in separate interviews that they support Republican Senator John McCain's effort to get answers from the Pentagon on the ambush and more broadly on the U.S. fight against ISIS in Niger.
Graham and Schumer said they had been unaware of the large U.S. presence in the country and said Congress needs more information on what could become a long and open-ended involvement.
"I didn't know there was 1,000 troops in Niger," Graham said on NBC's Meet the Press. "This is an endless war without boundaries and no limitation on time and geography," he added. "You've got to tell us more and he [McCain] is right to say that."

Defense Secretary Jim Mattis told Graham and McCain, who serves as chairman of the Senate Armed Services Committee, on Friday that the military is shifting its counter-terrorism strategy to focus more on Africa and expanding the ability to use force against suspected terrorists.
The attack earlier this month, which U.S. officials suspect was carried out by a local Islamic State affiliate, has thrown a spotlight on the U.S. counter-terrorism mission in Niger, which has about 800 U.S. troops.
Democrat Schumer said on the same program on Sunday that he, like Graham, had also been unaware of the large presence of U.S. troops in Niger and is also awaiting more answers from the military this week.
He said Congress may need to re-examine the current authorization for what he said could be a long, open-ended involvement in the country and region.
"We need to look at this carefully. This is a brave new world. There are no set battle plans," he said, adding that Congress currently authorizes action as part of the authorization of military use that has been in place for 16 years since the September 11 terror attacks on the United States.

Deploy army to "Muslim no go zones" in Sweden




(Breitbart London)  -  Twenty members of the Moderate Party in Sweden have proposed the government deploys the armed forces in some of the country’s most dangerous no-go zones to combat “gang violence”.

Moderate Party politician Mikael Cederbratt made the proposal this week saying: “The situation in our areas of exclusion has deteriorated. The gangs have taken over and the police have had to retreat. Swedish law no longer applies there.”

Cederbratt was backed up by 19 other Moderate party members who signed a motion to deploy members of the Swedish armed forces in the heavily migrant populated Stockholm suburbs of Hallunda-Norsborg, Tensta, Rinkeby, and Husby Botkyrka Direct reports.

“It is absolutely necessary to do something, because these gangs are like cancerous tumours in our country, and it is urgent. My absolute belief is that we, the nation of Sweden, must declare war on criminal gangs,” Cederbratt said.

“It is the responsibility of the state to maintain the law, especially the police. But the police today do not have the numerical ability to maintain public order,” he added.

In certain no-go zones, police have been brutally attacked, some of which has even been caught on video. In Rinkeby, police have been trying to build a new, more secure police station for months but have been unable to find building contractors due to the danger of working in the area.

(New York Times)  -  House Republicans are considering a plan to sharply reduce the amount of income American workers can save in tax-deferred retirement accounts as part of a broad effort to rewrite the tax code, according to lobbyists, tax consultants and congressional Democrats.

It is unclear if Republicans will ultimately include a cap on contributions in the tax bill that they are expected to release in the coming weeks. Such a move would almost certainly prompt a vocal backlash from middle-class workers who save heavily in such retirement accounts and from the asset management industry.

The proposals under discussion would potentially cap the annual amount workers can set aside to as low as $2,400 for 401(k) accounts, several lobbyists and consultants said on Friday. Workers may currently put up to $18,000 a year in 401(k) accounts without paying taxes upfront on that money; that figure rises to $24,000 for workers over 50. When workers retire and begin to draw income from those accounts, they pay taxes on the benefits.

Rumors have circulated for months that negotiators were debating including a cap as a way to help offset the revenue loss from a reduction in business tax rates that Republicans have put at the center of their plan. Reducing contribution limits would be, in effect, an accounting maneuver that would create space for tax cuts by collecting tax revenue now instead of in the future.

In a statement on Friday, Representative Richard E. Neal of Massachusetts, the top Democrat on the Ways and Means Committee, said that the Republican proposals “would hurt those saving responsibly for retirement at a time when an alarming number of families have fallen behind in their retirement savings.”

The 2015 and 2016 Fiscal Years HUD audit needed to be restated and reissued.  The auditors were not able to initially perform the audit because there were too many material issues and the audit needed to be redone reports the Gateway Pundit.
HUD reissued its fiscal years 2016 and 2015 (restated) consolidated financial statements due to pervasive material errors that we identified.
The restated audit report shows the following –
The total amounts of errors corrected in HUD’s notes and consolidated financial statements were $516.4 billion and $3.4 billion, respectively. There were several other unresolved audit matters, which restricted our ability to obtain sufficient, appropriate evidence to express an opinion. These unresolved audit matters relate to (1) the Office of General Counsel’s refusal to sign the management representation letter, (2) HUD’s improper use of cumulative and first-in, first-out budgetary accounting methods of disbursing community planning and development program funds, (3) the $4.2 billion in nonpooled loan assets from Ginnie Mae’s stand-alone financial statements that we could not audit due to inadequate support, (4) the improper accounting for certain HUD assets and liabilities, and (5) material differences between HUD’s subledger and general ledger accounts. This audit report contains 11 material weaknesses, 7 significant deficiencies, and 5 instances of noncompliance with applicable laws and regulations.

STOCKTON (Stockton Record)  —  A consortium of policy experts, researchers and academics has awarded $1 million to Stockton to fund an experiment that aims to assess the social benefits of providing a guaranteed monthly income for one or more years to a tiny segment of the city’s residents, Mayor Michael Tubbs announced Wednesday.
Tubbs said the stipends will be awarded with no strings attached. The aim will be to ease the daily strain of barely scraping by that is experienced by the one-fourth of Stockton’s population that lives below the poverty line.
The mayor unveiled the initiative, dubbed the “Stockton Economic Empowerment Demonstration,” or SEED, at a news conference at the south side’s Sierra Vista public-housing development. No public funding will be used for SEED, Tubbs said.
“What we are going to pilot in Stockton is a bold idea — not a new idea, but an idea whose time has come,” said Tubbs, adding that SEED will put Stockton “in the center of a national conversation ... on how folks can enjoy the American Dream we all hold so dear.”
The Economic Security Project, which is funding SEED, echoed Tubbs in a statement this week that states, in part, that it is time “to think seriously about how recurring, unconditional cash stipends could work, how to pay for them, and what the political path might be to make them a reality.”
ESP co-chairwoman Natalie Foster said in an interview that her organization considered as many as 30 cities for the funding before choosing Stockton.
She said Stockton’s diverse demographics provide “a snapshot of America” and added that her group was impressed that Tubbs already was very well-versed in the concept of “guaranteed income” when the possibility of the grant was first discussed with him.
Stipends are not expected to begin to be distributed until at least the second half of 2018. Foster said recipients could include those who have been unable to make ends meet for years, as well as the formerly middle class families whose quality of life has diminished in an age when the cost of living keeps increasing but salaries often do not.
She said recipients will be allowed to spend their stipends as they see fit, adding that uses could include going back to school, entering a training program, or simply to help meet the basic expenses of day-to-day life.
“Fifty percent of Americans today could not pull together $400 if they were surprised with a $400 dollar bill,” Foster said. “That shows how volatile income is.”

Fourth Circuit: 90-Year-Old Cross-Shaped Monument to WW1 Dead Is Illegal

(Washington Post)  -  A federal appeals court on Wednesday declared unconstitutional a towering cross-shaped monument that has marked a major intersection in Prince George’s County for 90 years.
In a 2-1 ruling, the U.S. Court of Appeals for the 4th Circuit said the 40-foot-tall memorial maintained with thousands of dollars in public funds “has the primary effect of endorsing religion and excessively entangles the government in religion.”
The ruling by the three-judge panel does not mean the monument must be immediately removed from public land.
Supporters of the memorial, known as the Peace Cross, said the decision sets a “dangerous precedent” and vowed to appeal to the Supreme Court.
The question for the 4th Circuit was whether the cross — which stands at Maryland Route 450 and U.S. Route 1 in Bladensburg — is a memorial to local men lost in World War I or an unconstitutional government endorsement of religion that should be removed from public land.
Built in 1925 with funding from local families and The American Legion, the marble-and-cement cross honors 49 Prince George’s County men who died in the war. On the base are the words: valor, endurance, courage and devotion. A bronze tablet lists the names of the men and includes a quote from President Woodrow Wilson. The monument is part of a larger memorial park in the immediate area honoring veterans of several wars.
Chief Judge Roger L. Gregory dissented, writing the First Amendment does not require the government to “‘purge from the public sphere any reference to religion.’”
