Your Tax Dollars at Work

Total Liberal Insanity
Tax money that was supposed to be used for the mentally ill was instead spent on sweatlodges, monthly potlucks, powwows and  drumming circles.  To insane Liberals, if it "feels good" then spend someone else's money on it.

Marxism  -  A tax on Millionaires to help the mentally ill is pissed away on every possible Liberal "feel good" program possible.
  • Liberals steal money from the mentally ill.

The Marxist re-distribution of the wealth to fund Big Government goes on and on.
.
In the Democrat run People's Republic of California, state mental health services have crumbled under budget cuts, while tens of millions of dollars raised through a tax designed to help the mentally ill have gone to "wellness" programs like horseback riding for teens and yoga classes for city workers.

Voters approved Proposition 63, the so-called "millionaire's tax," in 2004 to make up for decades of mental health cuts. The ballot summary said it would "expand services and develop innovative programs" for the mentally ill and the text of the measure stipulated 20 percent of the funds would go to programs "effective in preventing mental illnesses from becoming severe" and "reducing the duration of untreated severe mental illnesses."

Peter Mantas, former chairman of the Contra Costa County Mental Health Commission, said state officials violated the intent of the ballot measure.

"In the law, the money was to be focused on people with mental illness, not little boutique programs that made the county personnel feel good," said Mantas

Proposition 63 has brought in $7.4 billion through a 1 percent tax on income greater than $1 million a year and funded the creation of about 1,500 new programs, many of them feel good Liberal bullshit "general wellness" initiatives.
.
Even with that money, California overall has cut 21 percent, or $764.8 million, from mental health spending since 2009, a higher percentage than all but five states, according to the National Alliance on Mental Illness.

An Associated Press review of programs in the state's 58 counties turned up spending on scores of wellness programs, many with seemingly little or no specific connection to mental health.

Tax dollars down a Liberal-Socialist rat hole

SAN BERNARDINO: Has budgeted $8.1 million over three years for a "holistic campus" of three community centers that provide services like acupuncture, art classes, equine therapy, tai-chi and zumba to the general public. The program is expected to reach 7,000 people a year.

FRESNO: Spends $171,620 a year for a "horticultural therapy" program that serves 110 gardeners from marginalized groups, including Hmong immigrants and migrant farmworkers. The program helps residents meet their neighbors and grow produce not available locally, and also holds community events.

Government funded Tai-Chi classes
Socialists enact a "Millionaire's Tax" to re-distribute the wealth.  The money was to help the mentally ill until Liberals used it to fund every possible bullshit program under the sun.

SAN FRANCISCO: Spends $250,000 per year on an African-American Holistic Wellness Program that uses ethnic celebrations, oral histories and arts to build a stronger sense of community among blacks in the low-income Bayview neighborhood. The county also holds a lunchtime yoga class for Department of Public Health workers who have had personal experience with the mental health system, either through their own treatment or through a family member. The classes are an hour long, cost $100 each and attract an average of six attendees.

BUTTE: Is spending $536,540 on a three-year Therapeutic Wilderness Experience, a program that takes teenagers with behavioral problems on a 20-day outdoor adventure. The program is expected to help more than 90 families.

KINGS: Received $944,843 to start an Equine-Facilitated Psychotherapy program for students who are not reading at grade level or otherwise not doing well in school. The three-year program is expected to serve 24 people a year.

LOS ANGELES: The Tri-City Mental Health Center, which serves Pomona, Claremont, and La Verne, received $230,000 to develop student wellbeing programs expected to reach more than 100 people a year. The proposal included a plan for self-help, drop-in centers featuring massage chairs for relieving muscle tension, a meditation room and a biofeedback lab where students use computer software to learn breathing and relaxation techniques.

STANISLAUS: Received a three-year budget of $308,863 for an arts project open to anyone in the county. The arts center provides free classes and youth groups, and doubles as a gallery. The county also received $75,000 for "Friends are Good Medicine," an online directory of self-help groups that address topics ranging from bereavement to weight struggles to single parenting.

Psychobabble
Nearly $1,000,000 was taken from programs for the mentally ill so 24 students a year who read below grade level could learn to ride a horse.
.
The mentally ill are still mentally ill, those who are slow readers are still slow readers, but the most important things is everyone feels good.

SANTA CLARA: Received $ 2.1 million to establish a community center that will be a hub for "traditional" wellness practices including acupuncture and meditation. The center is expected to serve 1,500 people a year and operate for three years.

NAPA: A monthly sweat lodge session is one element of a program for Native Americans with a 10-month budget of $53,692. The program, which is expected to reach 510 people, also includes a monthly potluck, powwows and traditional drumming circles.

RIVERSIDE: Received approval for a 12-week "mood management" course titled Mamas y Bebes that helps young Latina mothers create a healthy physical, social, and psychological environment for themselves and their infants. The course is one of four parenting programs that together have an annual budget of $2,958,317.

SUTTER: Receives $93,000 a year to help 40 at-risk youth "thrive not just survive" through gym memberships, dance classes and team sports.

SAN DIEGO: Awarded $547,805 for the inaugural year of a program where homebound seniors receive daily meals from workers who also screen them for depression or suicidal thoughts.

Socialism - now the Government owns rain water

Socialism  -  Insane Oregon Leftists claim that even the water falling from the sky belongs to the government
  • 30 days in jail for the "crime" of daring to collect rain water falling from the sky.
  • Oregon law says all water is owned by "the people".
  • Property rights have no meaning.
  • Only with the permission of the government are you allowed to drink "the people's" water or use it in farming or business.

A rural Oregon man was sentenced Wednesday to 30 days in jail and over $1,500 in fines because he had three reservoirs on his 170 acres of land to collect and use rainwater.

Gary Harrington of Eagle Point, Oregon, says he plans to appeal his conviction in Jackson County (Ore.) Circuit Court on nine misdemeanor charges under a 1925 law for having what state water managers called “three illegal reservoirs” on his property – and for filling the reservoirs with rainwater and snow runoff.

“The government is bullying,” Harrington told CNSNews.com in an interview.
“They’ve just gotten to be big bullies and if you just lay over and die and give up, that just makes them bigger bullies. So, we as Americans, we need to stand on our constitutional rights, on our rights as citizens and hang tough. This is a good country, we’ll prevail,” he said.

Harrington said the case first began in 2002, when state water managers told him there were complaints about the three “reservoirs” – ponds – on his more than 170 acres of land.

According to Oregon water laws, all water is publicly owned. Therefore, anyone who wants to store any type of water on their property must first obtain a permit from state water managers.

Oregon law that says all of the water in the state of Oregon is public water and if you want to use that water, either to divert it or to store it, you have to acquire a water right from the state of Oregon before doing that activity.    (CNS News)

First Amemdment trashed by Obama's Dept. of Justice

The First Amendment is optional to Obama's Justice Department
  • An Obama Fellow Traveler in the DOJ refuses over and over to support the Bill of Rights and free speech.

In a Constitution Subcommittee hearing, Congressman Trent Franks (R-AZ) questioned Assistant Attorney General, Thomas Perez, over the Administration's commitment to 1st Amendment rights.

Franks' questions were prompted by a Daily Caller article from late last year in which Perez was quoted as warmly embracing the proposals of Islamist advocates in a meeting at George Washington University, among them a request for "a legal declaration that U.S. citizens' criticism of Islam constitutes racial discrimination."

Perez reportedly ended the meeting with an enthusiastic closing speech and was quoted as saying, "I sat here the entire time, taking notes...I have some very concrete thoughts ... in the aftermath of this."

In the hearing, Chairman Franks asked Perez to affirm that the Administration would "never entertain or advance a proposal that criminalizes speech against any religion?" Perez refused.

Obama's racism on full display

Playing the Race Card for votes
  • Worried about the Black vote, Comrade Obama sets up a Black only Big Government program.
  • Racist Democrats do the ultimate in pandering with your tax dollars.
  • Equality of all Americans under the Constitution is ignored with a new Democrat racist program that helps only one race.

Comrade Barack Obama announced a brand new and totally racist Big Government spending program that will only help African-American students.   Students from Asian, Hispanic or European backgrounds were told they were fucked and that only Blacks will be helped.

Welcome to Obama's racist America.

Obama says Black Americans need greater access "to a complete and competitive education from the time they're born all through the time they get a career."

Speaking at a National Urban League gathering in New Orleans, Obama said he has issued an executive order establishing the White House Initiative on Educational Excellence for African Americans.

CNN reports that Obama's executive order comes in the wake of a new report by the National Urban League's Policy Institute that warned the president could lose three key battleground states -- Virginia, North Carolina and Ohio -- if African-American voters don't match their strong turnout of 2008 in this year's election.

If you might lose a swing state then the Democrats start to beat the drum of racism for votes.

The crappy Obama economy hit African-Americans particularly hard has raised questions about whether Obama supporters will have the same fervor as they did four years ago.

A recent Gallup Poll showed the president with overwhelming support among registered African-American voters, with backing of 89%, compared with 5% for certain Republican nominee Mitt Romney. In 2008, Obama won 95% of the African-American vote, with 4% voting for GOP candidate John McCain.    (CNN.com-african-american)

Congress ignores the Bill of Rights

Congress wants to track your cell phone without a search warrant.

Bill of Rights  -  Both the Democrat Senate and GOP House have refused to act on bills to require search warrants
  • Bills by both Democrat Ron Wyden and Republican Rand Paul are ignored.
  • Creating a Big Government Police State is totally bi-partisan.

Fighting an up-hill battle for the Constitution, this week Senator Ron Wyden (D-Ore.) will offer an amendment to cybersecurity legislation that would require law enforcement officials to follow the Bill of Rights and obtain a search warrant before obtaining location data from a person's cell phone or laptop.

Neither the leadership nor the rank and file of either party has any interest in requiring that police use search warrants.

The bill — called the Geolocation Privacy and Surveillance (GPS) Act — hasn't seen any action since Wyden introduced it last year with Rep. Jason Chaffetz (R-Utah). With the August recess and the presidential election on the horizon, the cybersecurity bill could be Wyden’s last chance to move the GPS measure through the 112th Congress reports The Hill newspaper.

The GPS Act aims to clarify how much evidence police and law enforcement agencies need to track someone remotely and access information about their movements. It would also specify when companies should respond to law enforcement requests for such information.
.
(Congress has already refused to act on Senator Rand Paul's bill requiring search warrants for drones to spy on Americans.  See our article THE FEDERALIST - "Senate ignores Rand Paul's bill requiring search warrants." )

"Because the law has not kept up with the pace of innovation, it makes sense to include the GPS Act’s requirement that law enforcement obtain a warrant for GPS tracking in the Cybersecurity Act.

This will protect Americans’ location information from misuse," Wyden said in a statement. "Part of the goal of the cybersecurity legislation is to update rules for information collection and privacy for the digital age, which is what the GPS Act is all about.”

The Supreme Court ruled this year that police need to obtain a warrant before attaching a GPS device to a person's car, but didn't specify whether law enforcement would need to procure the same evidence when tracking a person's movements via other types of geolocation devices, such as a smartphone.

Police routinely track cell phones without a warrant.

Since the Supreme Court ruling, Wyden has argued his bill is needed to clear up that confusion and ensure people's information is still protected with the advent of new location technology.

In addition to the GPS Act, Wyden plans to file amendments that would narrow the Federal Information Security Management Act (FISMA) measures in the bill and state that the international cooperation-related provisions could not be interpreted "to authorize the president to enter into a binding international agreement establishing disciplines on cybersecurity without advice and consent of the Senate," according to a Wyden spokesman.    (The Hill)

Sunday Concert - The Drifters

For a change of pace this summer we will be doing a Sunday Concert series.

The Drifters are a long-lived American doo-wop and R&B/soul vocal group with a peak in popularity from 1953 to 1963, though several splinter Drifters continue to perform today. They were originally formed to serve as backing group for Clyde McPhatter (of Billy Ward & the Dominoes) in 1953.

The Drifters were the least stable of the vocal groups due to being low-paid hired musicians under the direct control of their management, headed by George Treadwell, who owned the Drifters name.

The first classic Drifters formed by Clyde McPhatter was inducted into the Vocal Group Hall of Fame as "The Drifters" or "The Original Drifters". The second Drifters formed by Treadwell featuring Ben E. King was separately inducted into the Vocal Group Hall of Fame as Ben E. King and the Drifters. In their induction, the Rock and Roll Hall of Fame eclectically selected four members from the classic Drifters, two from the second Drifters, and one from the post-King Treadwell Drifters.

Up On The Roof -1962

Save The Last Dance For Me

Under the Boardwalk

Oh, when the sun beats down
And burns the tar up on the roof
And your shoes get so hot
You wish your tired feet were fireproof
Under the boardwalk
Down by the sea, yeah
On a blanket with my baby
Is where I'll be

(Under the boardwalk) Out of the sun
(Under the boardwalk) We'll be having some fun
(Under the boardwalk) People walking above
(Under the boardwalk) We'll be falling in love
(Under the boardwalk, boardwalk)

There goes my baby

Iran vs USA - Are we sitting ducks?

Iranian Sub
Military personnel place a flag on a submarine during the Velayat-90 war games by the Iranian navy in the Strait of Hormuz in southern Iran December 27, 2011. Iran is rapidly gaining new capabilities to strike at U.S. warships in the Persian Gulf, amassing an arsenal of sophisticated anti-ship missiles while expanding its fleet of fast-attack boats and submarines.

Sitting Ducks?  -  Are the US warships in the Persian Gulf just ultra-expensive targets for Iran?

December 6, 1941.  The military "experts" said we had little to fear from the Empire of Japan.  Some 24 hours later the value of expert opinion was proven for all of history.

Now our "experts" are placing expensive American warships in the small and crowded Persian Gulf within easy range of modern missile technology.
.
The problem is Iran is rapidly gaining new capabilities to strike at U.S. warships in the Persian Gulf, amassing an arsenal of sophisticated anti-ship missiles while expanding its fleet of fast-attack boats and submarines, U.S. and Middle Eastern analysts say.

The new systems, many of them developed with foreign assistance, are giving Iran’s commanders new confidence that they could quickly damage or destroy U.S. ships if hostilities erupt reports the Washington Post.

Increasingly accurate short-range missiles — combined with Iran’s use of “swarm” tactics involving hundreds of heavily armed patrol boats — could strain the defensive capabilities of even the most modern U.S. ships.

Kamikaze Attacks

The likelihood that Iran would risk an all-out attack on a vastly superior U.S. fleet is judged to be small. But Iranian leaders could decide to launch a limited strike if Israel or the United States bombed the country’s nuclear facilities. A conflict could be sparked by an Iranian attempt to close the Strait of Hormuz in retaliation for international economic sanctions.

Iran’s increased power to retaliate has led some military experts to question the wisdom of deploying aircraft carriers and other expensive warships to the gulf if a conflict appears imminent.

A 2009 study prepared for the Naval War College warns of Iran’s increasing ability to “execute a massive naval ambush” in the Strait of Hormuz, a narrow waterway dotted with small islands and inlets and perfectly suited for the kind of asymmetric warfare preferred by Iran’s commanders.

A missile exercise was held in early July dubbed Great Prophet 7. The exercise included a demonstration of Iran’s newly deployed Khalid Farzh anti-ship missile, which has an internal guidance system, a powerful 1,400-pound warhead and a range of 180 miles.

Massive damage to the navy with WWII era technology.
Aircraft carrier HMS Formidable after being struck by a Kamikaze off Sakishima Islands.  A total of 57 ships were sunk by kamikazes including 3 aircraft carriers and 14 destroyers.
.
If simple propeller driven planes can cause that much damage then our "modern" naval ships become expensive sitting ducks to missile technology or even fighter jets piloted by Jihadist suicide airmen.

"A cloud of wasps . . . "
.
Iran’s arsenal already included a variety of anti-ship missiles such as the Chinese-made Silkworm. More recently, Iran has boasted of progress in developing high-speed torpedoes based on Russian designs. Such claims are often exaggerated, but the April Pentagon assessment noted that Iran’s arsenal now includes ballistic missiles with “seekers” that enable them to maneuver toward ships during flight.

Modern U.S. warships are equipped with multiple defense systems, such as the ship-based Aegis missile shield. But Iran has sought to neutralize the U.S. technological advantage by honing an ability to strike from multiple directions at once. The emerging strategy relies not only on mobile missile launchers but also on new mini-submarines, helicopters and hundreds of heavily armed small boats known as fast-attack craft.

These highly maneuverable small boats, some barely as long as a subway car, have become a cornerstone of Iran’s strategy for defending the gulf against a much larger adversary. The vessels can rapidly deploy Iran’s estimated 2,000 anti-ship mines or mass in groups to strike large warships from multiple sides at once, like a cloud of wasps attacking much larger prey.

“This is the scenario that is giving people nightmares,” said the official, who spoke to the Washington Post on the condition of anonymity in discussing strategy for defending against a possible Iranian attack.    (Washington Post)

POLICE STATE - The Militarization of London

The UK Police State  -  The military has been given the right to militarize any home in Britain
  • The UK Conservative Party is turning Britain into a Police State.
  • Olympic Verdict Places British Residents Under Military Rule Indefinitely
  • Coming soon to the U.S. in the name of "national security"

It’s official: an Englishman’s home is no longer his castle.

In a move that is hardly witnessed in wartime, let alone in peacetime, the UK’s military establishment has been given the green light to quarter residential homes without any permission or notice reports Infowars News.

In the run-up to the 2012 Olympics in London, the UK’s Ministry of Defence (MOD) has taken the unprecedented step of erecting surface-to-air missile batteries on top of multiple residential locations around East London.

A group of local council tenants from Leytonstone, East London, lost their high court battle to prevent the military missile encampment from being stationed on the roof of their tower block before and during the Olympics. The action to use their residential block as a military base was signed off by the British Prime Minister, Deputy Prime Minister, Home Secretary and Defence Secretary in ‘Defence of the Realm’.

Militarization of private homes - Rooftop Missiles in London
The military takes over private property

Residents were then also refused permission and blocked from applying for an appeal via judicial review because the case falls under the guise of national security.

At no point beforehand were any of the residents given consultation by the MOD. Moreover, the ruling against the residents has set a number of new legal precedents in favour of the military, including a ‘zero notice’ policy whereby the MOD has no obligation to inform or consult residents beforehand, nor do they have any legal obligation to offer any compensation if they choose to commandeer a private property to set-up a forward operating base.

The residents of the Fred Wigg tower block were concerned, amongst many other issues, that surface-to-air missiles on their tower block could make them a terrorist target.   (Infowars.com)

23,000 felons released on Californians

California's prisons are so mismanaged that tens of thousands of felons have been
released or never even sent to state prisons.

Insanity  -  The crazy people are running the asylum
  • California releases thousands of felons to prey on the public.

To reduce overcrowding in state prisons, the Democrat run People's Republic of California has "shifted" 38,000 felons from the state to local authorities so far, according to an initial study.

I just love Government Speak.  The convicted felons were not shoved out the prison door to rape, rob or attack the people of California.  The prisoners were "shifted".

Bullshit.
.
A study conducted by the Chief Probation Officers of California says that 23,000 prison inmates have been released into the so-called "supervision" of overburdened local probation officers.

Read more here: http://blogs.sacbee.com/capitolalertlatest/2012/07/realignment-has-shi
Critics of realignment have contended that locking up fewer felons in prison and putting more low-level offenders on probation would result in higher crime rates. The CPOC says that it's too early to make conclusions about recidivism but that future reports will delve into that aspect of realignment. The study did find, however, that only a relative handful of felons failed to report to local probation departments after either release from prison or sentencing and thus had arrest warrants issued.

So far, the study concluded, the number of felons shifted from state to local incarceration and supervision has closely tracked predictions, although there are some regional variations. The 12-county central valley region received 8 percent more felons than predicted while the Sacramento and Bay Area regions got 5 percent fewer.

The March to Censorship

Will the Elite Pinheads censor Captain Kirk's phaser?

Censorship  -  A Major Obama supporter asks to censor movies and TV shows
  • Bill of Rights under attack yet again.
  • Attacks on the private businesses that make movies, video games and guns
  • The Elites of the world live in fear that you might enjoy yourself without their permission

By Gary;

The drums are beating for movie, TV and video game censorship.
.
Avid Obama supporter Harvey Weinstein -- the man behind some of the most violent movies to ever hit the big screen -- says it's time for Hollywood to address how violence in movies influences people.  Weinstein called for a filmmaker summit control what entertainment products you will be allowed to see, listen to or read.

Gun Control Now
Obama hack Harvey Weinstein
is demanding censorship and gun control.
BULLSHIT  ALERT  -  The bullshit is flowing fast and deep when producer of violent movies like Kill Bill, the Lord of the Rings and Rambo claims he wants censorship.

I suspect this is all part of the Obama campaign to use the movie theater killings in Colorado to beat the bushes for votes.

When Weinstein gives back all the money he has made from violent movies they I will believe what he says.  Until then the Bullshit meter is on high.

Attack on the 2nd Amendment  -  "If we don't get gun-control laws in this country, we are full of beans. To have the National Rifle Association rule the United States is pathetic.
.
And I agree with Mayor Michael Bloomberg: It's time to put up or shut up about gun control for both parties," screams Weinstein.

Director Peter Bogdanovich went insane saying, "Violence on the screen has increased tenfold. It's almost pornographic. In fact, it is pornographic. Video games are violent, too. It's all out of control. I can see where it would drive somebody crazy."    (Hollywood Reporter)

Also see our article:  THE FEDERALIST - "New attacks on the First and Second Amendments."

Film Censorship in the 1920s and 1930s

It is hard to take attacks on movie violence seriously from
the producer of Rambo and Kill Bill.

The Molarity Police would have to censor violent movies like Ben Hur.

The Morality Police would have to censor "Saving Private Ryan".
You are not allowed to view images of your choice.

Conservatives urge children to spy on parents

1984 is not an instruction manual
The Conservative Party run British government is training students to be good taxpayers and supporters of Big Brother Government
  • Like the "Youth League" in George Orwell's 1984, government now trains youth to obey their Masters and pay their taxes.

School children are being encouraged by HM Revenue and Customs to tell their teachers if they know of anyone "in their local area" who is not paying their fair share of taxes.

Some of the modules teach school children as young as 11 about paying their fair share of taxes.

From the UK Telegraph on Wednesday:
The revenue uses video, games, facts and quizzes to “help make teaching financial capability and citizenship issues relevant and engaging”, according to its website.

One module, headlined “tax responsibilities of a good citizen”, aims to help teenagers “understand the obligations if being a good citizen and discuss what should happen to hose who are not prepared to work under such obligations”.

One lesson plan – targeted at 14 to 16 year olds – requires students to “discuss whether it is good to pay the tax we do, considering the benefits we receive. If it is good, then why do people try not to pay?”

It continues: “Show class the remaining factfile slides on tax evasion. What do students think of those who refuse to pay tax or try and defraud the benefits system?

“Can they think of any example they may have heard of in their local area?”

A further “plenary session” asks: “What do students now think about paying taxes? In what other ways can we contribute to working together for a better society?

“What do students think about people who try to avoid paying taxes? Is it a victimless crime? What kind of penalties should such people be given when they are caught?”

The modules were criticised by thinktank Civitas. David Green, its director, said: "This sounds a bit too 'Big Brotherish'.  People 'in their local area' are most likely to be parents or close relatives. Turning children into state spies is un-British."

.
'Frightened of your own children'
.
"Nearly all children nowadays were horrible. What was worst of all was that by means of such organizations as the Spies they were systematically turned into ungovernable little savages, and yet this produced in them no tendency whatever to rebel against the discipline of the Party. On the contrary, they adored the Party and everything connected with it... All their ferocity was turned outwards, against the enemies of the State, against foreigners, traitors, saboteurs, thought-criminals. It was almost normal for people over thirty to be frightened of their own children."

Free Pizza for All

Free Pizza for All.
Spread that wealth around and cash in your food stamps for an endless stream of "free" crap paid for by those who for a living.

The Pro-Food Stamp Video from Hell

Thanks to Eric Dondero from  The Libertarian Republican for a heads up on this video.

FOOD STAMP NATION  -  California-based hip hop artist Keywanda produces this very appropriate for the times video.

Some have called it satire. We're not so sure?

Chapter - It's Free Swipe Yo EBT (Clean)

The Marxist re-distribution of wealth has sunk deep into American society.  Everyone from illegal aliens to multi-national corporations feels they have the right to take other people's money for themselves.

Work to earn your way in the world?  That is for fools.  Karl Marx said so.

.
Yes the author got the government departments wrong, but the point is right on.

Business is more than happy to cash in and jump on the Food Stamp band wagon.

Black Republicans - Congressman Robert De Large

Congressman Robert De Large
Elected to the House from South Carolina
serving from 1871 - 1873.

(Editor - Here is a profile of a great American from the olden days . . . from the days before 90% of Black voters sold their soul to the Democratic Party in return for a few Socialist crumbs form the table of the Big Brother Welfare State.)

Robert Carlos De Large was born on March 15, 1842, in Aiken, South Carolina. Although some records indicate De Large was born a slave, he likely was the offspring of free mulatto parents. De Large’s father was a tailor, and his Haitian mother was a cloak maker.

The De Large family owned slaves and, as members of the free mulatto elite, were afforded opportunities denied their darker-skinned neighbors. Robert De Large was educated at a North Carolina primary school and attended Wood High School in Charleston, South Carolina.

He later married and had a daughter, Victoria. De Large was a tailor and a farmer before gaining lucrative employment with the Confederate Navy during the Civil War. Perhaps regretting the source of his financial windfall, De Large later donated most of his wartime earnings to the Republican Party. Nevertheless, by 1870 he had amassed a fortune that exceeded $6,500. He moved within Charleston’s highest circles and joined the Brown Fellowship Society, an exclusive organization for mullatos.

After the war, De Large worked for the Republican state government as an agent in the Freedmen’s Bureau. He became an organizer for the South Carolina Republican Party, serving on important committees at several state conventions. He chaired the credentials committee at the 1865 Colored People’s Convention at Charleston’s Zion Church. At the 1867 South Carolina Republican Convention, he chaired the platform committee, and he served on the committee on franchise and elections at the state’s 1868 constitutional convention.

Among African-American politicians of the era, De Large was comparatively conservative. He advocated mandatory literacy testing for voters but opposed compulsory education while supporting state-funded and integrated schools. He did favor some more radical measures, however, arguing that the government should penalize ex-Confederates by retaining their property and disfranchising them.

BLACKS IN THE SOUTH CAROLINA LEGISLATURE DURING RECONSTRUCTION
2 3/8" x 4" card with photographs of 63 members of the Legislature of South Carolina during the period of Reconstruction --50 blacks and 13 whites. Some of the more notable figures include Joseph Hayne Rainey, the first black seated in the U.S. House of Representatives (1870), and William Whipper who helped found the first African American law firm.

In 1868, De Large won his first elected office, serving in the state house of representatives where he chaired the ways and means committee. He also served on a board for the mentally ill and was a member of the state sinking fund commission. In 1870, seeking a black appointee, the legislature chose De Large as land commissioner. In his quest to help South Carolina’s poor, De Large oversaw the sale and transfer of almost 2,000 small tracts of land to be paid for over a maximum of eight years, but his tenure on the land commission was discredited by allegations of fraud.

In 1870, De Large set his sights on a Congressional district representing Charleston and the southeastern portion of the state. He secured the Republican nomination over incumbent scalawag Christopher Bowen, a former Confederate soldier and one of Governor Scott’s most formidable political enemies.

Christopher Bowen challenged De Large in the 1870 general election, running as an Independent Republican.  De Large won the election by only a slender margin of fewer than 1,000 votes out of more than 32,000 cast.

Early in his term, De Large unsuccessfully offered an amendment to provide $20,000 to rebuild a Charleston orphanage. He also supported a bill providing amnesty to former Confederates, but felt loyal black and white southerners should be protected from intimidation and terror.

Arguing in favor of a bill to curb the activities of the Ku Klux Klan in April 1871, De Large referred to intolerable conditions throughout the South that required action from Congress.
.

“The naked facts stare us in the face, that this condition of affairs does exist, and that it is necessary for the strong arm of the law to interpose and protect the people in their lives, liberty, and property,” he noted. However, De Large was emphatic that his Charleston district had no reported cases of “outlawry” but admitted that “until within the last few months no one upon the face of God’s earth could have convinced me that a secret organization existed in my State for the purpose of committing murder, arson, and other outrages.”

De Large participated sparingly in House Floor debate during the second session, as he was occupied defending his seat. The House Committee on Elections began consideration of Christopher Bowen’s challenge to his election in December 1871, and De Large took a leave of absence in April 1872 to prepare his defense.

De Large had few political allies. He had developed a less-than-favorable reputation with his stubborn, elitist, and temperamental antics, including a fistfight in front of the state assembly in 1869.

The case was further complicated when De Large’s health failed in the summer of 1872. Black South Carolina Representative Joseph Rainey pleaded on the House Floor for a delay in the case, but the committee reported that the many abuses and irregularities during the election made determining a victor impossible, and on January 18, 1873, declared the seat vacant for the rest of the 42nd Congress, set to adjourn in March. The full House agreed with the committee’s findings.

The rigors of defending his seat in the 42nd Congress took a toll on De Large’s fragile health and left him few options other than retirement. Black politician Alonzo Ransier won his seat. De Large returned to the state capital in Columbia and later moved to Charleston after Governor Scott appointed him magistrate of that city.

He died of tuberculosis shortly thereafter on February 14, 1874, at the age of 31. Despite De Large’s difficult relationship with South Carolina Republicans, city magistrates statewide closed their offices on the day of his funeral to show their respect.    (baic.house.gov)

Congressman De Large served while US Grant was President.
.
Grant made many advances in civil and human rights. In 1869 and 1871, he signed bills promoting black voting rights and prosecuting Klan leaders. He won passage of the Fifteenth Amendment, which gave freedmen the vote, and the Civil Rights Act of 1871, which empowered the President "to arrest and break up disguised night marauders."
.
In response to the renewed violent outbreaks against African Americans, Grant was the first President to sign a congressional civil rights act: the Civil Rights Act of 1875.  This legislation mandated equal treatment in public accommodations and jury selection.
.
Former President Grant acidly remarked that this anti-labor wing of the Republicans were the same people who had resisted using federal troops “to protect the lives of negroes. Now, however, there is no hesitation about exhausting the whole power of the government to suppress a strike on the slightest intimation that danger threatens.”
